That's a good question. Everyone should have 24 slots. That's one thing 343i did when they took over.

It was something called "Bungie Pro". It was some sort of video making thing for Halo. I never used it to make videos but I got the extra slots for my file share.

When 343i took over they made everyone's fileshare slots 24. I don't know why StandDown doesn't have the 24 slots.
Perhaps you should contact someone at 343i about it StandDown.
