From what I understand, Buck and his team of ODST were dispatched to New Alexendria to gather high value civilians for evac from the planet.
Buck hints at this during the Coastal Highway mission in Halo 3: ODST. When the Covies start glassing Earth, he says " It's like Reach all over again!"

I think Buck's squad was key on Reach. They got important people off planet, and kept themsolves alive to get off planet as well.
